PLANNING COMMISSION MEETING MINUTES
WEDNESDAY, FEBRUARY 3, 2010 - 6:30 P.M.
The regular meeting of the City of Washington Planning Commission was called to order at 6:30 p.m. in the meeting room at Washington District Library by Chairman Mel Joos.
Present and answering Roll Call were Commissioners Jeff Borders, Tom Brecklin, Jeff Fuerst, Bill Hartter, Mel Joos, Jim Linsley, and Carol Moss. Commissioners Bill Bradle and Doug Wilson were absent.
Also present was Planning & Development Director Jon Oliphant, City Clerk/Planning Commission Secretary Pat Brown, and Carl Ross.
Commissioner Hartter moved and
Commissioner Linsley seconded to approve the minutes of the January 6, 2010
Planning Commission meeting as presented.
Motion carried unanimously by voice
vote.
Chairman Mel Joos asked that the Preliminary Plat for Crooked Lake Estates be moved up on the agenda to accommodate the petitioner.
P & D Director Oliphant explained that
the proposed subdivision is located on Schuck Road, outside of our city limits,
but within our 1.5 mile extraterritorial planning jurisdiction. This subdivision
would create a 2-acre lot and would leave the remaining 22.89± acres as one
lot. There is currently a house on the proposed Lot B, though it is planned to
be moved to the proposed Lot A. Staff supports approval of the preliminary plat
as it meets the terms within our Subdivision Code. Commissioner Brecklin asked
where the Koehl house was in relation to the plat and Oliphant replied that it
is the house on Lot B. Commissioner Hartter moved and Commissioner Moss seconded
to approve the Preliminary Plat for Crooked Lake Subdivision.
On roll call the vote was:
Ayes: 7 Brecklin, Fuerst, Joos, Linsley, Borders, Moss, Hartter
Nays: 0
Motion declared carried.
A public hearing for the purpose of hearing comment pertaining to Home Occupation text amendments was opened for comment at 6:38 p.m. There was no public present to comment. At 6:38 p.m. the public hearing was closed.
P & D Director Oliphant gave a brief overview of the three proposed changes that were a result of discussion at last month's Planning Commission meeting, along with a proposed change recommended by our City Attorney. The changes include: allowing up to one non-family member to be employed for the operation of the home occupation; eliminating "gun and/or ammunition sales establishments" from the list of prohibited home occupations; deleting "morals and comfort" from the items the Zoning Board of Appeals considers when making decisions; and that "tea rooms" be added to "restaurants" among the list of prohibited home occupations. There were no comments from the Commissioners.
Commissioner Linsley moved and
Commissioner Hartter seconded to recommend approval of the text amendments as
presented.
On roll call the vote was:
Ayes: 7 Fuerst, Joos, Moss, Brecklin, Borders, Hartter, Linsley
Nays: 0
Motion declared carried.
There was no additional discussion and no
additional business and at 6:43 p.m. Commissioner Moss moved and Commissioner
Linsley seconded to adjourn.
