CITY COUNCIL MEETING MINUTES
MONDAY, MAY 3, 2010 - 6:30 P.M.
Mayor Gary W. Manier called the regular meeting of Monday, May 3, 2010 to order at 6:30 p.m. in the meeting room at Washington District Library.
Present and answering roll call were Aldermen Schneider, Gee, Dingledine, Howerter, Clanin, Brubaker, Brucks, and Newman.
Also present was City Attorney Ken Black, City Administrator Robert Morris, Police Chief Jim Kuchenbecker, P & D Director Jon Oliphant, Public Services Manager Bill Bimrose, City Treasurer Ellen Dingledine, City Clerk Pat Brown, and members of the press.
All present stood for the Pledge of Allegiance.
The Agenda was reviewed and stood as presented.
Mayor Manier asked for a moment of silence to reflect on the trials and successes of the past Fiscal Year.
Alderman Gee moved and Alderman
Brubaker seconded to approve the Consent Agenda as presented. Items included on
the Consent Agenda were minutes of the April 19, 2010 Council meeting; approve
& accept Hunter's Glen, Sections 2, 3 & 4 infrastructure improvements,
final acceptance; and approve & authorize Hunter's Glen, Section 5 surety
reduction.
On roll call on the motion to approve the vote was:
Ayes: 8 Newman, Clanin, Howerter, Schneider, Brucks, Dingledine,
Brubaker, Gee
Nays: 0
Motion declared carried.
American Cancer Society Relay for Life - Patty VanLaningham introduced Myra Hornibrook who is the local representative for Washington's Relay for Life. Myra indicated that this is their third year in Washington and expressed the desire to have the event grow this year. The event date and location has changed this year, it will be held on June 19th and 20th at Oakridge Park. She noted that community involvement has been low in prior years and asked for ideas on how to reach out into the community for more involvement. Mayor Manier responded by saying their presence here tonight will be a benefit with local media here and that the Washington Chamber of Commerce would be a good resource to help in getting information out into the community. Alderman Brubaker added to contact Crossroads United Methodist Church for a prospective team. Myra thanked the Council for the opportunity to speak and invited everyone to attend, noting that you do not have to be on a team to come to the event.
St. Mark's Church - Pastor John Bates gave a brief overview of the spiritual growth campaign that the church has been involved in that focuses on 40-days of community. It was launched on February 17th and concluded on March 28th, Palm Sunday. He shared the resource book that was used, which was a study guide by Rick Warren, called Better Together. The thrust of the campaign was to build relationships within the church by creating small groups who work together in established mission opportunities throughout the community. This growth campaign was a conclusion to a '40-days of purpose' study that was done in 2005 by the same author. Pastor Bates introduced church member Bruce Fitzgerald who shared in detail the mission opportunities that were established and how they have impacted the church. There were 20 different projects established through 9 organizations with 300 volunteers from within the church. Projects were done within the city and through organizations within Peoria that support Tazewell County as a whole. They included Lutheran Hillside Village; Take Pride in Washington clean-up; clean-up of Baker Cemetery; Zion Lutheran Church; Midwest Food Bank; health kits for Haiti; South Side Mission; Mission Mart stores; Friendship House; Crittenton Center; and WHIP. He noted that several project opportunities will be on an on-going basis and that their website allows for their small groups to keep in touch and volunteer for projects as they develop. He thanked everyone for the opportunity to share and asked for any questions or comments. Mayor Manier thanked Pastor Bates and Mr. Fitzgerald for coming and commented that he was there on Palm Sunday for the conclusion and said how nice it was to include so many opportunities for service not only within our community but outside our boundaries as well. Pastor Bates concluded by saying that this growth campaign has become a great communication network for their congregation - people are getting more involved.
Camp Good News - Brian Entner, Executive Director shared that they have more than 55 years in the community with many ministries. He thanked City Administrator Morris for his efforts in helping to structure a special brush/limb collection service for senior citizens and disabled persons within the community that took place on May 1st. He noted that Brad Kanaga from the Park District was a great help throughout the service project as well. It was an all volunteer project that resulted in servicing 9 residents within the community. He expressed his thankfulness for all those who helped and they hope to offer it again next year.
Joe Hajney, 109 Briar Court - Mr. Hajney indicated a problem with the storm sewer in the back yard between the houses and also with a berm on Lexington Drive where the ground keeps sinking. Last year he put down dirt and seed and indicated that his yard is ok but most of the problem is on his neighbor's property. He said he would talk to the appropriate people after the meeting. Mr. Hajney also stated that we are one month away from Memorial Day and that he is a Vietnam veteran and had a friend who was killed in the war. He noted his frustration with how this day seems to be recognized more as the beginning of summer and a shopping day and that people are forgetting what it means to have freedom to do things because of what our veterans have fought for.
Alderman Bob Brucks, Finance & Personnel Committee Chairman reported nothing on the agenda. Alderman Don Brubaker, Public Safety Committee Chairman reported nothing on the agenda. Alderman Jim Gee, Public Services Committee Chairman reported nothing on the agenda. Alderman Gee mentioned the testing on the concrete walls is completed on the reaction basin and test results should be back this week. An evaluation of the report will then be done to consider the next course of action.
City Attorney Black read a resolution,
by title and brief synopsis, approving and authorizing the execution of an
Employment Agreement Modification between the City of Washington and James W.
Kuchenbecker. Adoption of this resolution will authorize the modification and
extension of an Employment Agreement with Police Chief James Kuchenbecker for
the period running through April 30, 2012. Alderman Dingledine moved and
Alderman Brubaker seconded to adopt the resolution as read.

City Attorney Black provided second reading,
by title and brief synopsis, of an ordinance amending the Zoning Ordinance of
the City of Washington, Tazewell County, Illinois, by rezoning part of 500
School Street from R-1 to C-3. Adoption of this ordinance would rezone part of
the property at 500 School Street from R-1 to C-3. Alderman Dingledine moved and
Alderman Brucks seconded to adopt the ordinance as read.
On roll call the vote was:

Dingledine

City Attorney Black provided first readings, by title and brief synopsis, of the following ordinances: authorizing a Joint Agreement with IDOT regarding traffic signal upgrades, adoption of this ordinance will authorize the approval of two agreements with the Illinois Department of Transportation providing for upgrades to various traffic signals in the City of Washington and will further authorize the payment of an estimated $8,376 as the city's share of the project's cost; and amending Chapter 99, entitled "Raffles" to allow raffle permits to be granted by the City Clerk, adoption of this ordinance will authorize the Washington City Clerk to independently issue raffle permits as allowed by the Washington City Code and will further provide that any permit application denied by the City Clerk may be appealed to the Washington City Council. First readings will be listed on the May 17th agenda as second reading for Council action.
Mayor Manier requested Council approval of
his appointment of Don Twaddle to the Glendale Cemetery Board of Managers for
another three-year term. Alderman Clanin moved and Alderman Brubaker seconded to
concur with the appointment as presented. On roll call the vote was: Ayes: 8
Gee, Newman, Howerter, Schneider, Brucks, Dingledine, Brubaker, Clanin Nays: 0
Motion declared carried. City Administrator Morris requested authorization to
proceed with the procurement of GIS services through Tri-County Regional
Planning Commission for the coming year in an amount not to exceed $30,000.00.
Alderman Gee moved and Alderman Clanin seconded to approve the request as
presented.

Alderman Brubaker commended Mr. Hajney for his statement regarding more recognition of what Memorial Day stands for in our country. Mayor Manier thanked the VFW and American Legion for the great work that they do in recognizing Memorial Day within our community.
At 7:02 p.m. Alderman Howerter moved and Alderman Brucks seconded to adjourn. Motion carried unanimously by voice vote.
