CITY COUNCIL MEETING MINUTES
MONDAY, FEBRUARY 1, 2010 - 6:30 P.M.

Mayor Gary W. Manier called the regular meeting of Monday, February 1, 2010 to order at 6:34 p.m. in the meeting room at Washington District Library.

Present and answering roll call were Aldermen Schneider, Gee, Dingledine, Howerter, Clanin, Brubaker, Brucks, and Newman.

Also present was Assistant City Attorney Dave Brown, City Administrator Robert Morris, Police Chief Jim Kuchenbecker, P & D Director Jon Oliphant, Public Services Manager Bill Bimrose, City Treasurer Ellen Dingledine, City Clerk Pat Brown, and members of the press.

All present stood for the Pledge of Allegiance.

The Agenda was reviewed and stood as presented.

Alderman Howerter shared a concern about negative effects on the acceptance of the Police Pension Actuarial Report and City Administrator Morris replied that the tax levy has been set and it is consistent with the numbers represented in the report so no negative effects are foreseen. Alderman Brubaker moved and Alderman Clanin seconded to approve the Consent Agenda as presented. Items included on the Consent Agenda were minutes of the January 19, 2010 Council meeting; accept & place on file Police Pension Actuarial Report FY 09-10; raffle permit, Central Grade School; and approve & authorize pay request #8, new City Hall renovation. On roll call on the motion to approve the vote was: 
Ayes: 8 Newman, Howerter, Gee, Brucks, Dingledine, Schneider, Clanin, Brubaker 
Nays: 0 
Motion declared carried.

Alderman Bob Brucks, Finance & Personnel Committee Chairman reported nothing on the agenda. Alderman Don Brubaker, Public Safety Committee Chairman reported nothing on the agenda. Alderman Jim Gee, Public Services Committee Chairman reported nothing on the agenda.

City Administrator Morris went over the City's major revenue sources and noted that although there are evident dips in revenue he is encouraged that the magnitude of the decrease is lessening. He provided an overview of the major capital improvement projects that are funded and went over in more detail the unfunded projects, indicating the need to have a plan in process to determine funding of these projects for this budget season. Morris also reported on the major operating expenses indicating that staffing levels will remain unchanged, three union contracts are due on May 1, 2010, electricity and gas/diesel fuel are remaining stable, and that health insurance is assumed with a 15% increase. The following budget funds were also reviewed: Tourism and Economic Development; Planning, Zoning, and Code Enforcement; Audit; Liability Insurance; WACC Debt Service; and WACC Capital Project.

Alderman Dingledine congratulated the Washington Panther Wrestling Team on winning the Mid-Illini Conference league title for the first time on record. He commented on the pothole condition of Peoria Street/Washington Road, more particularly from Cummings Lane to Court Drive, and asked for IDOT to be notified about this section in particular. Chief Kuchenbecker said that contact was made to IDOT today on this very issue and hopes to see something being done soon.

Fire Chief Mike Vaughn gave a brief update regarding the Washington Volunteer Fire Department and Rescue Squad and stated that volunteer staffing is up by ten (10) members.

At 7:10 p.m. Alderman Brucks moved and Alderman Clanin seconded to adjourn. Motion carried unanimously by voice vote.
