CITY COUNCIL MEETING MINUTES
TUESDAY, JANUARY 19, 2010 - 6:30 P.M.
Mayor Gary W. Manier called the regular meeting of Monday, January 4, 2010 to order at 6:30 p.m. in the meeting room at Washington District Library.
Present and answering roll call were Aldermen Schneider, Gee, Dingledine, Howerter, Clanin, Brubaker, Brucks, and Newman.
Also present was City Attorney Kenneth Black, City Administrator Robert Morris, Police Chief Jim Kuchenbecker, P & D Director Jon Oliphant, City Treasurer Ellen Dingledine, City Clerk Pat Brown, and members of the press.
Mayor Manier asked that a moment of silence be observed in memory of Dax Locke who recently passed away and for his family as well.
All present stood for the Pledge of Allegiance.
The Agenda was reviewed and stood as presented.
Alderman Gee moved and Alderman Clanin
seconded to approve the Consent Agenda as presented. Items included on the
Consent Agenda were minutes of the December 21, 2009 Council meeting.
On roll call on the motion to approve the vote was:
Ayes: 8 Newman, Brubaker, Howerter, Schneider, Brucks, Dingledine,
Clanin, Gee
Nays: 0
Motion declared carried.
Mr. Ernest Sosa and Mr. Ryan Cordell, were hired through the U.S. Census Bureau to recruit people to test for the position of Enumerator for the upcoming Census. Mr. Sosa gave a brief overview of the Enumerator position and how critical it is in the upcoming Census. He commented that they are here tonight to get people involved in helping with the recruiting process and noted that word of mouth proves to be one of the best ways to help. He asked those in attendance to encourage anyone they know who may be looking for a job to apply for the testing. The job pays $13.50 per hour with gas reimbursement and they like to hire people from within their own communities. They currently have 40-50% of the people for testing and would like to see more at this stage so any help from the public in getting the word out is appreciated. Mr. Sosa said they would be available after the meeting for any questions.
Alderman Gee reinforced that everyone knows the importance of this Census and it is lost money if everyone is not counted. We need to help in any way we can.
Alderman Bob Brucks, Finance & Personnel Chairman reported nothing on the agenda. Alderman Dave Dingledine, Public Safety Committee Chairman reported nothing on the agenda. Alderman Jim Gee, Public Services Committee Chairman reported nothing on the agenda.
Mayor Manier commented that he was able to take vacation with his family to Disney World in Florida. He noted that he had the opportunity to watch the WCHS Jazz Band perform at Downtown Disney, and their performance was outstanding.
City Administrator Morris reported that everything is on schedule for the relocating of City Hall at the end of week. The moving company arrives on Thursday morning to begin the move. Offices will be closed on Friday and we will open for business at 8:00 a.m. on Monday. A community open house will be scheduled in March or April. Mayor Manier commented that the cost avoidance to the City on this project is to be commended and that it is a job well done. Alderman Newman asked where the Committee meetings will be held and Administrator Morris replied that with the exception of Public Safety they will be at the new City Hall location on Walnut Street.
At 6:42 p.m. Alderman Brubaker moved and
Alderman Brucks seconded to move into Executive Session for the purpose of
collective negotiating matters between the public body and its employees or
their representatives and for the purpose of deliberations concerning salary
schedules for one or more classes of employees per 5 ILCS 120/2(c)(2) of the
Illinois Open Meeting Act.
Motion carried unanimously by voice
vote.
At 7:27 p.m. the Council reconvened in open
session and Alderman Gee moved and Alderman Brubaker seconded to
adjourn.
Motion carried unanimously by voice
vote.
