Subject: Fire/Ambulance Contract Renewals
Date: May 13, 2010

Three ordinances adopting agreements with the Washington Volunteer Fire Department and the Northern Tazewell Fire Protection District will be presented for first reading at the May 17th City Council meeting. The agreements address a number of issues including: annual payments for services, service and mutual aid responsibilities, and arrangements for the use and maintenance of city-owned facilities.

All three agreements are for a term of one year. The annual payments to each department are as follows:

WVFD

Fire: Operating Expenses $136,620
Ambulance: Operating Expenses 318,780
Full-Time Fire Chief 93,150

NORTHERN TAZEWELL FIRE/RESCUE

Rescue Squad $ 17,855

The above amounts are consistent with the FY10-11 budget.

Subject: Authorization of Agreement for Drinking Water Testing

The City is in receipt of the informational package and Election Form for participation in the FY 2011 Community Water Supply Testing Program (CWSTP) from the Illinois Environmental Protection Agency. The CWSTP has been established by the State to provide for all the analytical testing, which is required to be performed by each community public water supply. Through the program, a public water supply can enter into a one-year agreement to have all required tests performed for a specified amount. Participation in the program is optional, but each public water supply is required to either participate or officially "opt out". If a water supply does not participate, they are required to make other arrangements to have all the required tests performed by properly certified laboratories. This program has been in place for about 18 years. Traditionally, the program has been for three-year terms. The City has opted out of the program in the past and has had all testing performed by local commercial laboratories. Currently, PDC Laboratories of Peoria performs our tests.

The cost to participate in the CWSTP for the next year is $10,772.40. We have obtained a proposal from PDC Laboratories that is based on the schedule of the number and types of analyses that will need to be performed over the course of the next year as established by the IEPA. Based on PDC’s proposal, the City’s one-year cost will be $8,653.00. PDC has also provided a proposal for a three year term that will allow us to lock-in our costs for this period. The total cost for the three year period would be $19,345.00. The cost for the next three years to participate in the CWSTP would be $19,987.44, assuming there would be no increase in the IEPA’s cost during the last two years.

Staff desires to continue to work with PDC Laboratories due to their convenient location and our long standing working relationship. Therefore, it is recommended that Council authorize staff to officially opt out of the Community Water Supply Testing Program and enter into a three-year agreement with PDC Laboratories to have our public water supply testing performed by them at the total estimated cost of $19,345.00.

Subject:  Resolution Declaring Surplus Property
Date:  June 4, 2010

As previously discussed, the City has been asked to sell a parcel of ground to Five Points Washington to enable the construction of additional parking. The parcel is located immediately south of the Five Points Property and consists of approximately 1.068 acres.

The City expects to receive a grant from the State of Illinois to pay for a portion of the cost of the parking lot development. In total, Five Points plans to add approximately 150 parking spaces. Some will be located on the land to be conveyed; others will be located on immediately adjacent ground already owned by Five Points. (See attached plat/plan.)

Adoption of the attached resolution is the first step in the conveyance process. Passage requires a three-fourths vote of the Corporate Authorities.

Re:  Stop Sign Ordinance

Please find attached for your review and consideration two (2) ordinances. The first ordinance will change the intersection of Willow Drive and Courtney Drive from a 2 – way stop for north and south bound traffic on Courtney Drive to a 4 – way stop at the intersection of Willow and Courtney.

The second ordinance will change the intersection of Kingsbury Road at Pin Tail Lane from a single stop sign that stops motorists S/B Pin Tail prior to entering Kingsbury Lane to a 3 – way stop sign that will stop east and west bound Kingsbury Road traffic at Pin Tail Lane.

Over the past 3 years the Police Department has frequently received calls and complaints regarding the increased volume of traffic in this area, particularly during the morning and evening rush hours and vehicles traveling at excessive speeds in the area. The Public Safety Committee has studied the data and personally surveyed the area. They have unanimously supported the change to a 3 – way stop intersection.

As you may recall, in 2005 the City Council was presented an ordinance that made the following intersections on Kingsbury Road 3 – way stop intersections. Those intersections were as follows;

  1. Debates Street @ Kingsbury Drive
  2. Stephanie Court @ Kingsbury Drive
  3. Patricia Street @ Kingsbury Drive

These locations were removed from the ordinance prior to passage and adoption. They were removed because the area was still being developed and obviously there were not many people living in the area. The area is nearly fully developed and has many, many families with young children. Kingsbury Road remains a "cut-through" and this stop sign will increase the overall safety in the area for our residents and their children.

Accordingly, I am respectfully requesting that the Washington City Council approve the attached ordinances.

Subject:  Pay Request #6 – STP #2, Phase 1 Improvements

On October 5, 2009 the City Council approved the award of a contract for construction of the phase 1 improvements to sewage treatment plant #2 to River City Construction, LLC of East Peoria, IL for an amount of $6,654,300.00. The contract was fully executed and notice to proceed was given on October 22, 2009. We are now in receipt of payment application #6 from the Contractor for the amount of $336,603.60.

This pay application is for the period ending May 31, 2010. Since the previous pay request, interior walls for the screen channels have been formed and poured. The concrete influent channel between the screen building and influent splitter structure has been completed. The west half of the oxidation ditch deck has been completed. All concrete work for clarifier #1 has been completed and backfill has been placed around both clarifiers. Underground piping for the oxidation ditch influent lines and the return sludge lines has been installed. Work on grading the bottom of the sludge drying beds was nearly complete. Work has continued on installing electric conduits at various locations. Based on the schedule of values, the value of completed work and stored materials stands at $3,025,523.00. The payment of $336,603.60 represents the total value of work minus previous payments of $2,386,367.10 and retainage of $302,552.30.

Based on the above, it is staff’s recommendation that the City Council approve making payment in the amount of $336,603.60 to River City Construction, LLC.

Subject: Prevailing Wage Act
Date:  June 3, 2010

Among other things, the Illinois Prevailing Wage Act requires that each public body shall, during the month of June of each calendar year, investigate and ascertain the prevailing rate of wages as defined in the Act and publicly post or keep available for inspection by any interested party in the main office of such public body its determination of such prevailing rate of wage and shall promptly file, no later than July 15 of each year, a certified copy thereof in the office of the Secretary of State at Springfield and the office of the Illinois Department of Labor.

Adoption of the attached ordinance is necessary to comply with this statutory requirement.
