BACKGROUND INFORMATION

Re:  Stop Sign Ordinance

Please find attached for your review and consideration two (2) ordinances. The first ordinance will change the intersection of Willow Drive and Courtney Drive from a 2 – way stop for north and south bound traffic on Courtney Drive to a 4 – way stop at the intersection of Willow and Courtney.

The second ordinance will change the intersection of Kingsbury Road at Pin Tail Lane from a single stop sign that stops motorists S/B Pin Tail prior to entering Kingsbury Lane to a 3 – way stop sign that will stop east and west bound Kingsbury Road traffic at Pin Tail Lane.

Over the past 3 years the Police Department has frequently received calls and complaints regarding the increased volume of traffic in this area, particularly during the morning and evening rush hours and vehicles traveling at excessive speeds in the area. The Public Safety Committee has studied the data and personally surveyed the area. They have unanimously supported the change to a 3 – way stop intersection.

As you may recall, in 2005 the City Council was presented an ordinance that made the following intersections on Kingsbury Road 3 – way stop intersections. Those intersections were as follows;

  1. Debates Street @ Kingsbury Drive
  2. Stephanie Court @ Kingsbury Drive
  3. Patricia Street @ Kingsbury Drive

These locations were removed from the ordinance prior to passage and adoption. They were removed because the area was still being developed and obviously there were not many people living in the area. The area is nearly fully developed and has many, many families with young children. Kingsbury Road remains a "cut-through" and this stop sign will increase the overall safety in the area for our residents and their children.

Accordingly, I am respectfully requesting that the Washington City Council approve the attached ordinances.

Subject: Prevailing Wage Act
Date:  June 3, 2010

Among other things, the Illinois Prevailing Wage Act requires that each public body shall, during the month of June of each calendar year, investigate and ascertain the prevailing rate of wages as defined in the Act and publicly post or keep available for inspection by any interested party in the main office of such public body its determination of such prevailing rate of wage and shall promptly file, no later than July 15 of each year, a certified copy thereof in the office of the Secretary of State at Springfield and the office of the Illinois Department of Labor.

Adoption of the attached ordinance is necessary to comply with this statutory requirement.

Subject: Five Points

Two ordinances involving transactions with the Washington Area Community Center, Inc. have been scheduled for first reading at the June 21st City Council meeting.

The first is an ordinance establishing a procedure for the sale of surplus real estate…more specifically, the city-owned 1.068 acre site located immediately south of Five Points Washington. If this ordinance is subsequently adopted at the July 6th City Council meeting, a separate resolution will be presented at that same meeting authorizing the sale of the property to WACC for the price of $116,805.20 which represents the appraised value of $116,305.20 plus the city’s out of pocket expenses for the appraisal ($500.00).

The second ordinance will authorize the execution of a Use Agreement between WACC and the City of Washington. Among other things, this agreement provides the city with certain use privileges of the Five Points facility and establishes a formula by which Five Points would reimburse the city for certain of the costs incurred in the $5.0 million bond issue sold to finance the construction of the original facility. This ordinance is also expected to be scheduled for second reading and adoption on July 6th.

On a related note, we have yet to receive formal notification from the Illinois Department of Commerce and Economic Opportunity regarding the parking lot grant. DCEO has previously advised that it expects to approve our grant agreement by the end of June. If this date is met, a third ordinance regarding WACC’s use of the grant proceeds will be scheduled for July 6th as well.
