This is provided for your information as a summary of building and development activity in 2009.
2009 Residential Development Activity
All things considered, 2009 was a very solid year. Staff issued 91 residential permits, down significantly from the 156 permits that were issued in 2008 and the second lowest of the 2000’s. However, if the 61-unit Grand Victorian development was eliminated, 95 single- and two-family permits were issued. No multi-family residential permits were issued in 2009. Seventy-seven single-family and 14 two-family permits were issued over the past year. The 91 residential permits had a construction value of slightly more than $23.1 million. The recession has led to substantial construction cutbacks over the past couple of years, both regionally and nationally. Staff was pleasantly surprised to see that the level of construction in Washington had not decreased nearly as substantially as it had in other cities. For the decade, over 1,500 new residential units were completed or started construction. This figures to add close to 4,000 in new construction growth since 1999.
2009 Business Development Activity
Retail and industrial development was up slightly in 2009. City staff issued nine permits for a combined construction value of $1.05 million in commercial and industrial activity. There was a decrease in construction value here, which followed the trend that the region and country have experienced recently. Most indicators point an economy that may be slowly starting to rebound. Here is the list of business activity in 2009:

Re: New Police Vehicle Order / FY ‘ 10 – ‘ 11
Budget
In the FY ‘ 10 – ‘ 11 budget three (3) Washington Police Department vehicles have been budgeted for replacement / change-over. Two of the vehicles are marked Patrol cars and the other vehicle is an unmarked replacement vehicle for the Chief of Police. As of this writing, I have discussed the order and subsequent purchase of these vehicles with Mr. Tim Burlett & Mark Weston, of Uftring’s Auto Group. I have worked with Mr. Burlett & Weston in the past and they have committed to me that Uftring Auto Group will continue to sell vehicles to the City of Washington Police Department below the state bid price. As indicated in the following information, Uftring is $ 349.00 & $363.00 dollars respectively below the State bid price for the identically equipped vehicle.

However, Mr. Burlett indicated to me that in order to guarantee the 2010 pricing and Ford’s commitment to build the 2010 Police Interceptor with the Special Option Package necessary for the Police Interceptor the order must be placed with Ford no later than March 2nd, 2010.
Accordingly, I am recommending and respectfully requesting that the Mayor and City Council grant the Chief of Police permission to place the order for the three (3) replacement Police vehicles with Uftring’s Auto Group. The delivery time for these vehicles will be 10 – 12 weeks which will put the payment of the vehicles into the FY ’10 – ’11 budget from the M.E.R.F. account.
